Closes #3918

Work in progress

This is still a work in progress. I opened this draft PR mostly to signal that I'm interested in working on this and have started.

Pending work

The basic functionality seems done. Pending from my POV (feedback appreciated):

  • check the existing static powershell generation to see if I can at least reach parity (quality-wise)
  • fix some warnings / formatting
  • tests

Hi, are you still working on this, or planning to keep it going?

Hi @shannmu,
I wish I was but got sidetracked and I'm unlikely to pick this up again. I will close this PR.
